TOPEKA – The Kansas Republican Party says it will file an ethics complaint alleging illegal cooperation between a political action committee and Tom Holland, the Democratic candidate for governor.
The party plans to file the complaint Friday with the Kansas Governmental Ethics Commission.
The Associated Press has obtained a copy of the complaint. It alleges cooperation between Holland and the Kansas Moderate Majority Committee in producing campaign ads that began airing statewide Wednesday.
The complaint alleges that the value to the Holland campaign from the television ads exceeds the $2,000 limit for in-kind contributions set by state ethics laws.
Named in the complaint is the PAC’s treasurer, Frances Graves, who is a former Holland consultant and Democratic Party staff member.
Holland’s campaign denies cooperating with the PAC in producing the ads. Messages left for Graves weren’t immediately returned.
